Is there a limit to turn off invitations after so many requests?

I have searched the FAQ and forum, but couldn't find this answer.

What I would like is for the chat invitation to be invisible when we already have too many requests to handle. If that's not possible, display a message that we have too many users, or cannot be helped at this time, and maybe present the email form.

Is that possible?

Also, how could I pull the chat log (detailed transaction message) from MySQL? Is there an API, report, or some other way, or do I have to deep dive into the tables?

Yes, you could simply switch to "Away" mode in the client. This can also be done automatically when a certain number of chats is reached (LiveZilla Client -> Options).

I would recommend to send yourself a copy of each chat transcript by email. You can also grab the HTML version of the chats directly from the "archive" table.

So it can only be limited for each client, not for the website as a whole?

You can also specify a group limit in version 4.1.0.3:
LiveZilla Server Admin -> User Management -> Groups -> Group -> Chats
