When using the floating chat button are the following possible and how to make them work:
1. is there a way or option to allow external users to close the floating button, instead of it being constantly on the page floating
2. is there a way if button is closed and can reappear after X amount of times, or if user navigates to a new page.
We are using the trial currently and have 4 more days left, we have got everything else they way we need, except for the above.
We are currently using another system and those above options are features of that live chat, we are hoping these would be or could be in Livezilla.
They are kind of make/break items before decision to purchase at end of trial.

No, that's not possible, I can't see any reason why the small button should bother your visitors.
However, you can use auto chat invitations instead where these kind of options are available:
