There is an operator signed in and set to away, therefore taking up a slot on our 5 operator licence.
As an administrator, is there a way for me to force that operator to go offline or to log him out?
He is not in work today and left his operator login signed in, hence why I need to do it myself.

Such a feature will be part of the next update (4.1).
As a workaround for now, you could set up an invalid IP under LiveZilla Server Admin -> User Management -> Operators -> Operator -> Security. That will kick him out instantly.
