I want to block someone to visit my website, when he enter into my site,i can see its IP address on LiveZilla Client Control Panel.

I right-clicked and select "Add Filter..." , then a new window opened .

I have made a test for my friend.But when I add him into the blacklist , he still can open and visit my website.
So anybody know why? and how to add correctly someone into the blacklist and block him to visit my website?
