HTML modifications and operator registration

All of our visitors are going to be using the chat system on their phone. The actual chatting works fine but there's HTML and CSS that will need changing in order for everything to fit on the screen properly since the phone screens are much smaller. For instance, when I get the "Leave a message" screen the form elements are too long and I'd like to put the label for the input field on top of the input as opposed to on the left of it in order to save screen space. I've tried to look for it myself and I've found quite a bit within the template files but I haven't found where I could move the elements of the form around. I'd also like to get completely get rid of the space on top where the "operator tag" appears. I just want to know which files I'd have to look at in order to do these things.

Another thing that I would like to know whether it's possible or not. We are most likely going to get a lot of operators and I would like to know how the operator registration communicates with the database during operator creation so that I can create a page that will allow the operators to register their own accounts online.

The web based operator creation is the more important of the two by far.

There should probably be an edit button that stays for a longer time...

I found where to make the HTML adjustments I wanted. It's a little funny to work with but I got it arranged how I wanted. I could probably figure out the database stuff too but I'm thinking that someone here could have some useful information that would speed up the process.
